On a golf shaft, does “torque” indicate the flex/stiffness of the shaft?

I am comparing two golf shafts form the same manufacturer. One is an R flex with a torque of 3.3, and the other is an S flex with a torque of 4.5. Assuming everything else is equal, which shaft would suit a slower swing speed?

Stiff shafts are made for players with a higher swing speed. If your swing speed is under a hundred I would go with a R flex shaft with the torque rating you want.
